At the end of the July 9 special session, Chair Brandon Jackson said the board would close part of the meeting to discuss personal matters and read the statutory authority: General Provisions Article 3-305(b)(1) and (2) of the Maryland Open Meetings Act. Jackson said public disclosure of applicants' personal information would violate employee privacy and HR regulations.
The clerk took the role for a short roll call on the question of closing the meeting. The transcript records "We have 7 in the affirmative," and the chair declared the motion to close the meeting adopted. Board members were directed to exit the public Zoom session and join the special closed-session link provided in their calendar invitations.
The public portion of the meeting ended with the approved motion to go into a closed session and instructions for board members on how to rejoin in private as required.
