Commissioners authorized using American Rescue Plan Act (ARPA) funds to pay the bulk of the immediate PRV work while noting additional demolition or piping may change final costs.
The commission also reviewed two bids for the 2025 sealcoat project and awarded the work to ASTEC (Aztec Asphalt Technology) at a price below estimate; funding will come from sales/use revenues. For Riverside Park Road, staff presented an updated cost estimate and a scope that focuses on slope compaction, drainage repairs and minimal asphalt replacement; the commission voted to let the state know the city intends to use the awarded $214,800 special road fund and to confirm the city's 40% match when scope is finalized.
Other routine actions included approval of corrected April minutes, April financials and routine bills, plus special-event permits for Riverboat Days (street dance and parade), which the commission approved with standard conditions.
What happens next: Staff will finalize contract documents for the PRV and sealcoat projects, return the PRV final contract terms to the commission for signature, and refine the Riverside Park Road scope and financing before obligating the city's matching share.
