Roads and capital outlay: The court debated proposed reductions to the materials budget (one proposal cut material funding from $650,000 to $400,000) versus keeping higher materials funding to avoid future, costlier repairs. Commissioners discussed swapping capital outlay and material dollars (examples included a $600k materials and $75k capital split) and the possibility of leasing equipment instead of purchasing.
Facilities (Fairplex, EOC): The Fairplex manager’s plan for a low-cost horse barn and additional stalls was discussed as partially revenue-generating through rental and sponsorship sales; commissioners also reviewed requests for pavilion improvements and noted some debt-service funds for prior projects. For the Emergency Operations Center, commissioners debated adding cleaning services and whether courthouse maintenance staff could cover additional duties or whether the county should hire part-time cleaning help.
No formal votes occurred on these items at the workshop; commissioners asked departments to refine requests and to prepare budget amendment language where appropriate. The court scheduled follow-up budget work sessions and asked staff to prepare the revenue estimates that will inform final decisions.
