At its March meeting the Dawson County Planning Commission handled several variances and rezoning items, approving two variances, forwarding two rezoning recommendations and tabling three other applications for further review.
Variance approvals and actions: The commission approved a variance for Gary Willis (request to reduce certain front setback requirements for an equipment barn) by a 2–1 vote with the chair abstaining after neighbors raised concerns about prior grading and permitting. Willis said he had long used the site for motorhome parking and argued topography constrained siting; neighbor Karen Yost argued the grading had already encroached on her property and characterized the hardship as self‑created. “I am not in violation of any planning zoning rules, that I’m aware of,” Willis said in rebuttal; staff later confirmed the setback applies to buildings and not grading, but the board weighed neighbors’ objections before approving the variance.
A second variance for Scott McClain was approved unanimously (3–0). Tyler Milstead, the applicant’s realtor, explained the corner lot’s topography made the standard setback effectively unbuildable; one neighbor raised driveway location concerns but did not press formal opposition.
Rezoning recommendations and tablings: The commission recommended approval of a 4.24‑acre rezoning from RA to CHB for a small retail/restaurant center (ZA2502) presented by Christopher Light; commissioners voted 3–0 to forward the recommendation to the Board of Commissioners. A separate 2.24‑acre rezoning (ZA24‑13, Pierce Property Rentals) for a proposed medical/professional office was tabled after multiple neighbors raised septic, stormwater and access concerns; the applicant agreed to meet with property owners and staff.
The large Coulter/Kolter Homes rezoning (ZA24‑10) for a 510.139‑acre active‑adult community drew the most public testimony and was recommended to the Board of Commissioners 2–1 (see separate article). The commission attached a list of staff conditions and additional stipulations before forwarding the recommendation.
Other business and next steps: The commission also re‑tabled ZA25‑01 (a small setback reduction for stairs/landing) until the next meeting because required parties and neighbor questions were unresolved. Planning staff member Richard Osborne introduced himself, noted a possible moratorium public hearing and asked to work with board members and stakeholders on any needed code changes.
