Council members on Feb. 23 voted to deny a $9,750 recruitment-services proposal from Innovative Public Advisors intended to fill an engineering technician/assistant engineer vacancy.
Staff (Staff member) described the firm's offer to review the city's posting, conduct outreach and support interviews, and said the firm would continue work until the position was filled. "The amount is $9,750 that they're requesting for their services," Staff member said when introducing the proposal.
Council members debated alternatives. Several members suggested increasing the salary range or reposting the position as an assistant engineer to attract more candidates rather than hiring an outside recruiter. One member noted that the city had just approved a $136,504 inspection contract to cover work while the vacancy persists and questioned spending $9,750 on a headhunter when the new director of human resources might perform recruitment. Another member argued the market is driving pay levels and recommended boosting the salary to attract applicants.
After discussion the Council moved to deny the recruitment-services contract; the motion passed by voice vote. Staff said they would proceed with interviews already scheduled and follow up on potential salary and classification changes.
