Sudbury housing trust and authority seek CPC funds for home purchases; SHA requests $450,000

J. Ryan, vice chair of the Sudbury Housing Trust, said the trust will file two Community Preservation Committee requests: the returned unused balance of $426,835.85 from the 2023 Annual Town Meeting designated for Nobscot, plus a new $750,000 request to acquire homes to create affordable ownership opportunities. He said the trust expects it will need at least $1 million to launch the program and plans to use proceeds from sales to seed a reserve.
S. Cline, vice chair of the Sudbury Housing Authority, said the SHA will submit a separate request for $450,000 similar to a proposal from the prior year and expressed frustration at the project’s protracted timeline; she said architectural drawings are expected to be shared with the community. Cline noted the SHA received a $1.2 million state grant in the interim and outlined ongoing capital needs at SHA-managed properties.
Participants discussed how affordable ownership could be structured. Officials said the SHA previously supported buyers by buying down mortgages, but current market conditions make that approach difficult; the meeting explored a purchase–improve–resale model, which still requires subsidy. Planning Director A. Burney will circulate a memo summarizing SHT’s proposed site changes in the draft Housing Production Plan and his recommendations.
Meeting participants encouraged coordination between the trust and the authority. J. Ryan urged that SHT and SHA work together to align funding and political support; SHT member C. Howe said the trust would be a political and financial supporter of SHA’s Pine Lakes redevelopment effort.
The trust acknowledged it does not anticipate making annual CPC requests of the same magnitude; the $750,000 request and the returned $426,835.85 balance together represent the trust’s near-term bid to acquire property for resale as affordable homeownership units. The joint meeting ended with unanimous adjournment votes recorded for both bodies at 8:25 p.m.
