Applicant agrees to additional plantings, hearing continued for 9 Southwest Circle tree‑removal proposal

John Bleuer told the Sudbury Conservation Commission on Oct. 7 that a group of white pines adjacent to his house at 9 Southwest Circle posed an increasing hazard and that New England Tree Masters proposed removing 12 to 15 trees and replanting native species.
Conservation Coordinator Lori Capone supported the removals but asked Bleuer to increase the number of replacement shrubs beyond his proposed 17, explaining that the commission typically requires roughly four shrubs per removed tree to offset canopy loss. Capone also noted an outstanding 1996 Order of Conditions that required permanent bounds (concrete or iron pipes) at the lawn edge to prevent encroachment and asked Bleuer to install permanent demarcation (or an approved alternative such as boulders or FENO stakes) before closing the old Order.
Bleuer said he would cooperate, that no lawn encroachment had occurred since 1996 and that his landscaper could plant as many as 50 shrubs before winter if the DEP timetable allowed. Capone reminded the applicant that the Department of Environmental Protection had not yet issued a project number and that the hearing must be continued until the DEP number is received.
The commission unanimously continued the hearing to Oct. 21, 2024 to allow the applicant and coordinator to finalize plantings, boundary markers and to secure the DEP project number. No permit was issued at the meeting.
