Webster City adopts employee pay increases, moves to IGHCP for benefits

Webster City — The Webster City Council on June 1 adopted the city’s FY26–27 employee pay plan and approved a new group benefit package to take effect July 1, 2026.
Beth (city staff) presented the pay plan that consolidates employees into one pay framework and specified negotiated and budgeted increases: police will receive 4% (the final year of their contract), firefighters will receive 3% (newly settled), and nonbargaining employees are approved for 3% contingent on performance evaluations. Beth explained that employees placed in a 'needs improvement' range are put on a performance improvement plan and would not receive the increase until they meet expectations.
On benefits, Beth said the city will adopt the Iowa Governmental Health Care Plan (IGHCP) as third‑party administrator for health, dental, vision and life insurance starting 07/01/2026. She told the council the group experienced a 2.43% increase for health, a 23.9% increase for dental (the city will remain self‑insured for dental after reviewing alternatives), and will switch vision to a fully insured VSIS product anticipated to achieve an overall 13.3% savings.
Council approved both the pay plan and the group benefit plan by voice vote.
Why it matters: The actions set employee compensation and insurance terms that affect municipal workforce retention, budgeting and future contract negotiations (notably the police contract is in its last year). Staff flagged upcoming negotiations with the police bargaining unit this fall.
