Bristol City Council approves $1.39 million supplemental budget amendment

The Bristol City Council voted unanimously Oct. 8 to approve a $1,392,903 supplemental appropriation to the city’s fiscal 2025 budget, funding legal services, several grant carryovers for emergency services and courts, and VDOT‑reimbursed maintenance.
Assistant City Manager Tamrya Spradlin told the council the amendment amends the FY2025 budget adopted May 28 and lists multiple line items. The largest allocations include $500,000 for City Attorney professional services and $800,000 in carryover VDOT reimbursements to be used for maintenance of buildings and property. Other appropriations include $41,343 and $15,718 for Fire Program funds, $6,100 for Four For Life carryover, $15,840 for the JASP Specialty Docket grant, $10,902 for hazardous materials emergency supplies, and $3,000 for Project Lifesaver.
Councilmember Michael Pollard moved to approve the supplemental appropriation; Vice‑Mayor Jake Holmes seconded. The motion passed 4–0, with Councilmembers Anthony Farnum, Jake Holmes, Mayor Becky Nave and Michael Pollard voting in favor.
The council recorded the appropriation in detail on the public agenda packet; staff indicated the VDOT funds were carryover reimbursements received in FY2024 to be expended in the current fiscal year and that other items were grant or beginning‑balance allocations carried forward to the current budget year.
With the council’s approval, staff will implement the changes as listed in the agenda materials and post updated budget documents per usual financial procedures.
