Bristol City Council reviews final Comprehensive Plan draft; vote set for Oct. 8

The Bristol City Council held a called work session Sept. 18 to review the final draft of the city’s Comprehensive Plan and set a date to consider adoption.
Community Development Director Jay Detrick told the council the Planning Commission has completed its recommendations and that the only substantive change in the current draft is to the neighborhood that contains the former Virginia Intermont College. That change adds land-use language to reflect a Choice Grant the council packet says was received by the Bristol Redevelopment and Housing Authority. Detrick said staff will present a final draft for council consideration and a vote at the council’s Oct. 8, 2024 meeting.
Council members asked questions of Detrick and Nate Barker of Quantum Consulting about details of the draft and provided feedback for edits. Council discussion focused on clarifying the land-use designation tied to the Choice Grant and on technical updates requested by the Planning Commission. No formal motions or votes were recorded in the minutes of the called meeting.
The meeting record lists Mayor Becky Nave and councilmembers Neal Osborne, Anthony Farnum, Jake Holmes and Michael Pollard as present; city staff in attendance included City Manager Randall Eads, Assistant City Manager Tamrya Spradlin, City Clerk Tenille Montgomery and department directors. The called session adjourned at 12:31 p.m.
Staff will return the final Comprehensive Plan draft to the council on Oct. 8 for formal action.
