River Ridge adopts goals and performance measures to comply with HB7013 reporting

District management and District Counsel briefed the River Ridge board on newly adopted legislation requiring special districts to establish annual goals, adopt performance measures and post an initial report. The board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form.
Mr. Adams and Mr. Pires explained that the new law requires special districts to identify categories (District management suggested Community Communication and Engagement, Infrastructure and Facilities Maintenance, and Financial Transparency and Accountability) and to develop statutorily compliant measures to assess achievement. The initial report must be posted to the district website by Dec. 1, 2025, and the task was added to the district's Key Activity Dates.
Why it matters: the requirement increases transparency and provides a standardized way to measure whether a special district meets its stated goals; the Board approved the proposed measures and directed staff to report in accordance with the law's timeline.
The Board voted to approve the measures on a motion by Mr. Blumenthal, seconded by Mr. Twombly; the measure and reporting form were approved 'with all in favor.'
