Rocket Lab outlines Neutron launch plans from Wallops, flags transport and pier needs

Jennifer Goodrum, director of state and local government operations for Rocket Lab, told the Town of Chincoteague council on Nov. 21 that the company is expanding operations in Virginia and is developing a much larger Neutron rocket the company expects to launch from Wallops Island in 2025.
"Virginia is for launch lovers," Goodrum said during a presentation that recapped Rocket Lab's Electron missions, milestones and the company’s plans for the Neutron, a vehicle she described as about 140 feet long and 25 feet in diameter. Goodrum said the Neutron is being designed to be "fully reusable," flown to space and brought back to land on a barge, then returned to Virginia for refurbishment and repeat flights.
Why it matters: Goodrum told council members the Neutron would greatly expand payload capacity and national security launch options from Virginia, while also creating skilled, higher-paying jobs and opportunities for local contractors, tourism and education partnerships. She said the Neutron could serve a large portion of market demand and that Rocket Lab has an aggressive build schedule to be "fastest to market" for a vehicle of this size.
Transport and infrastructure constraints were a central focus of the presentation. Goodrum and an accompanying Rocket Lab representative said the company’s first choice for moving and offloading large rocket stages is a repurposed pier on Wallops Island that would require permits, light dredging and funding. They said marine transport is necessary because the rocket’s dimensions cannot be moved by plane, train or road.
Goodrum acknowledged other options under consideration, including limited beach-landing scenarios and offloads at other local sites, but said each carries significant challenges such as protected species, weather and emergency-services impacts. "We are committed to working with our state and community partners to make sure those impacts are mitigated," she said.
Council members asked about payload capacity, launch cadence and reuse strategy. Goodrum and a colleague said Neutron payload capacity would be in the 8-to-15-ton range depending on configuration, and that launch rhythm would scale over time — starting slowly and aiming to ramp to roughly monthly flights if market demand supports it. She noted Rocket Lab already performs engine testing, satellite builds and integration work across its facilities and that the company would like to deepen workforce and educational partnerships on the Eastern Shore.
The presentation closed with an offer to continue local coordination on permits, transport options and workforce development; Rocket Lab said it would leave mission patches for the town and follow up with staff on outreach and slide materials. The council did not take any formal action on the presentation itself; the session moved on to procurement and project items on the agenda.
