Williams said the Kodiak Community Health Center (KCHC) informed the borough it is no longer pursuing the Signal Hill mental‑health buildings, removing that option from current borough planning. She also said she sent a letter supporting the Alaska Municipal League’s application for a rural communities opioid response planning grant.
Manager Williams reported the Tyler finance conversion recently went live for residential and multi‑use properties and that staff are targeting a July 31 milestone for commercial properties, while acknowledging ongoing challenges with delinquent notices and data exports. She said the landfill’s satellite Internet system will be replaced after a recent power glitch damaged a Starlink terminal, and that the EPA will make an unscheduled visit next Tuesday to review landfill surface water.
Other updates included the return of Northstar gym to the list of usable borough facilities, ongoing work to replace a citric‑acid dosing skid at the leachate treatment plant (delivery delayed), and the arrival next week of a new environmental specialist, Zach, who will start work the day before the EPA visit.
Manager Williams closed by noting a posted solid-waste RFP that closes August 4 and a shift toward a preferred‑vendor roster for environmental services and maintenance tasks.
Next steps: EPA visit scheduled for next week; staff will continue Tyler conversion work and proceed with procurement and vendor‑list updates.
