The town manager used the workshop to set a schedule for creating a 5–10 year CIP tied to the upcoming budget and asked council to submit project ideas and rough cost estimates via a CIP form staff will circulate. Immediate items identified for CIP consideration included pump-station replacements, the Ellisville pump upgrade, town-hall door and floor repairs, cemetery maintenance and a possible recycling drop-off center as part of the trash-contract renewal.
The manager also urged a pay-study and benefits review to ensure competitiveness in recruitment (particularly for police) and proposed a grant-writer/research-assistant or project-manager position to pursue federal and state funding and manage capital projects. Council discussed funding options, including drawing reserves or reallocating general-fund resources, and the manager said some measures could be done short term and others would require multi-year planning.
Council directed staff to draft CIP forms, collect cost estimates and return with a prioritized draft to inform the budget process and line-item allocations. The manager also proposed a modest training budget and asked for authority to pursue staff-development opportunities tied to organizational goals.
