The total borough-funded portion is $156,903 for year 1 and $160,826 for year 2. Williams said roughly $75,000 of the borough portion goes to the humane society under the city’s professional‑services line item; the remainder pays salary and animal control services.
A separate procurement (FY2027-08) for facility surface maintenance, repairs and snow removal with MK Enterprises LLC drew a formal protest and the borough canceled the procurement. Staff will reissue the work as a snow‑removal contract (non‑prevailing wages) and produce a preferred‑vendor roster for other maintenance services to simplify future contracting.
The assembly also reviewed the annual destination‑marketing agreement with the Kodiak Island Convention and Visitors Bureau (doing business as Discover Kodiak) for $75,000 (FY2027-11). Several members noted they benefit indirectly from tourism promotion; one member said he may recuse himself if the item comes up for a vote.
Next steps: staff will resolicit the snow‑removal contract, continue to refine the preferred‑vendor approach for maintenance tasks, and include the animal‑control and Discover Kodiak contracts in the packet for the regular meeting.
