Bristol council approves 2025 CDBG consolidated plan with $273,121 HUD allocation

The Bristol City Council unanimously approved the city’s 2025–2029 Community Development Block Grant consolidated plan and the Program Year 2025 Annual Action Plan on June 24, accepting a U.S. Department of Housing and Urban Development allocation of $273,121 for Program Year 2025.

CDBG Coordinator Ellen Tolton told council the allocation represents about a 5% increase over the previous year. Staff recommended using up to 20% of the allocation for administration (including a community development specialist salary, travel and notices), up to 15% for city capital projects such as sidewalk improvements, emergency housing repairs and code enforcement, and up to 15% for public service projects. Tolton said carryover from PY2024 is approximately $65,000. She also reported HOME program funds available to the city at $68,735.48, which staff noted can be applied to down payment assistance, major rehab, or reconstruction activities.

Councilmembers thanked Tolton for the work of prioritizing projects and programs. Neal Osborne moved and Jake Holmes seconded approval of the five‑year consolidated plan and the Program Year 2025 Annual Action Plan; the motion passed 5‑0.

The approved plan covers a mix of administration, infrastructure and public‑service uses. Tolton’s staff recommendations include targeted sidewalk work, emergency housing rehabilitation and carryover support for Bristol Transit. The council did not alter the staff allocation breakdown at the meeting.

With the council’s approval, staff will proceed with implementing the plan in accordance with HUD rules and the city’s procurement and contracting processes. The city will publish notices and proceed with procurement or subrecipient agreements as needed.
