Council closes public hearing on CDBG CAPER; staff to submit annual report to HUD

The City of Bristol’s Community Development Block Grant (CDBG) Consolidated Annual Performance and Evaluation Report (CAPER) for program year 2023 was presented to council on Sept. 24 and the public hearing was closed with no public comment.
Ellen Tolton, the city’s CDBG coordinator, explained that Bristol receives annual entitlement CDBG funding from the U.S. Department of Housing and Urban Development (HUD) and that the CAPER is the required annual assessment of how the city met goals established in its five‑year consolidated plan and annual action plan. Tolton said the draft CAPER was posted on the city website and available for review at the Bristol Public Library and the Community Development Specialist’s office, and a 15‑day public comment period accompanied the public hearing.
Tolton reviewed a staff PowerPoint summarizing objectives and accomplishments for the year and closed the hearing; no members of the public spoke during the hearing. The CAPER will be submitted to HUD in accordance with program requirements following the close of the comment period.
