The Bristol City Council held a public hearing April 22 on the proposed fiscal year 2025–26 budget, which City Manager Randall Eads said includes $95,298,016 in general fund revenue and expenditures and a total budget of $164,993,978 when other funds, including the school budget, are counted.
Rebecca Holmes, Executive Director of Highlands Community Services, thanked the council for including funding for her organization and summarized services provided to Bristol residents this year. Eads said the statutory notice of the hearing was published in the Bristol Herald Courier on April 12, 2025, in accordance with Va. Code §15.2-2506.
The hearing provided residents and partner agencies a chance to comment on priorities and funding levels; no formal amendments were proposed at the meeting. Council also held a separate public hearing on the appropriation ordinance and received no public comments during that item.
The proposed budget remains subject to future council action. A final vote to adopt the budget and appropriation ordinance will be scheduled following staff revisions and any additional hearings required by law.
