At the June 3, 2025 meeting, Director Harold asked the Astoria Library Board to review and consider updating the library's Standards of User Conduct before the building reopens.
Director Harold said the current version was "wordy and difficult to enforce" and presented Hillsboro's Guidelines for Library Use and Driftwood Public Library's patron policy as examples staff had identified as clearer models. Board members and staff discussed enforcement questions including sleeping in the library, excessive noise, unattended personal belongings and the presence of animals, and noted the need to ensure any revised policy complies with federal, state and local laws. No statutory citations or specific legal requirements were provided during the discussion.
The board did not adopt a new policy at this meeting; Director Harold asked members for feedback and indicated staff would prepare draft revisions for future consideration.
