Russell City Council elects Dustin Madden as council president; approves contracts, ordinance and public hearing

The Russell City Council elected Councilmember Dustin Madden as council president and approved a slate of routine measures at its Jan. 7, 2025 meeting.
Councilmember Blaine Stoppel moved to elect Dustin Madden as council president; Councilmember Lisa Anstaett seconded. The motion carried 5-0-1, with Madden abstaining from his own election. Councilmembers Lisa Anstaett, Andrea Garland and Brad Wagner took the Oath of Office earlier in the meeting.
The council approved a resolution designating the city’s official depositories and newspapers and adopted the consent agenda without objection. Other items approved by unanimous vote included a supplemental KDOT agreement (listed in the packet as KS-7260-01), the Uniform Rental and Service Agreement with BP Cleanrite, a resolution waiving GAAP reporting requirements for the 2025 financials, and a Kansas Gas franchise ordinance.
The council authorized the Fire Department to purchase a PortaCount Model 8048 fit-testing machine from TSI for up to $16,500. It also set a public hearing for a declared dangerous structure at 425 W. 7th Street for 4:30 p.m. on March 4, 2025.
