River Ridge CDD approves maintenance changes: irrigation repairs, landscape vendor switch and temporary aerator power

District Engineer Charlie Krebs presented a revised scope for the Seaside & Master Drainage Project and reported that Irrigation Concepts proposed $4,002.50 to repair damaged wiring and $1,300 each to raise about seven to eight irrigation heads. The board approved an Irrigation Concepts change order to repair wiring and raise seven to eight heads in a not-to-exceed amount of $15,000 (motion by Kurt Blumenthal; second by Bob Schultz; unanimous).
Mrs. Adams recommended terminating the Landscape Service Agreement with Laz’s Lawn Service, Inc. "due to poor performance," and engaging GulfScapes Landscape Maintenance Services. Staff said GulfScapes submitted a proposal for $58,500, roughly $13,000 more than the $45,000 budgeted; the board authorized termination of Laz’s Lawn and immediate engagement of GulfScapes and directed management to offset the additional cost with withheld payments from Laz’s Lawn and unassigned funds.
On lake aeration, Operations Manager Shane Willis presented Premier Lakes’ one-time work order and a revised Bentley Electric proposal that would add about 125 feet of electrical work and carry a $10,755 relocation cost. The board voted 3–2 to install a temporary power 'zombie box' at the existing aerator location for $3,098 and defer relocation costs to future budget discussions (yes: Schultz, Twombly, Merrill; no: Mountford, Blumenthal).
Why it matters: The actions consolidate maintenance responsibilities and seek to address visible service shortfalls (landscaping and irrigation) while limiting near-term capital outlays for aerator relocation. The board recorded that the drainage project is expected to begin in two to three weeks and that staff will bring sidewalk inspection repair estimates to the January meeting.
Next steps: Management will execute the GulfScapes contract, schedule irrigation repairs, install the zombie box, and report back on the drainage-project timeline and sidewalk repairs.
