Board reviews NPDES update, storm-surge planning and approves storm-cleanup sweeping and aerator relocation work

River Ridge CDD received an NPDES annual report to be filed with FDEP, discussed storm-surge resilience planning and advisory-panel coordination, and approved emergency street sweeping and equipment relocation proposals to address storm impacts.
At the Oct. 22 meeting, the River Ridge CDD received technical updates on stormwater permitting, discussed storm-surge resilience planning and authorized maintenance work related to recent storms.
Mark Zordan presented the Lee County NPDES Permit FLS000035-004 Cycle 4 Year 7 Annual Report filed with Lee County and confirmed staff will submit it to the Florida Department of Environmental Protection before the Nov. 1, 2024 deadline. The Board discussed that stormwater ponds are expected to catch and retain runoff and are not held to the same standard as natural lakes.
Eric Long and Premier Lakes staff reported that lake conditions held up well during recent storms but one nano-bubbler aerator will need repair and may be relocated because of proximity to a homeowner’s lanai. The Board and staff discussed electrical proposals and potential relocation of the roadside utility inlet and pipes; Mr. Willis will revisit electrical proposals with the contractor and confer with the consultant after the meeting.
The Board approved an emergency Precision Cleaning, Inc. street-sweeping contract in a one-time amount of $1,475 to remove storm debris (eight loads collected; vendor completed eight passes through the CDD) and authorized staff to add additional week-to-week cleanings for the next month if necessary.
On resilience planning, Mr. Long described a prospective five- to ten-year action plan to build storm and climate resilience, including creation of an advisory/review panel and coordination with state and county partners (the Army Corps of Engineers was noted as having previously presented ideas in Collier County). He said a topographic map showed a hypothetical 10–12-foot storm surge could have flooded 45–55% of the community in an event like Hurricane Milton; Mr. Long and new Board member Keith Merrill agreed to assist with coordination and Mr. Krebs was authorized to provide support as needed.
Next steps: Staff will submit the NPDES report to FDEP by Nov. 1, continue coordination on aerator relocation and electrical work, and begin work to form or support an advisory panel for storm-surge resilience with cross-jurisdictional partners.
