River Ridge resident seeks drainage fixes after moisture intrusion under home slab

Oak Run resident Lynda Sorensen told the River Ridge Community Development District on Oct. 22 that moisture beneath her home's slab has caused buckling of master bedroom flooring and mold concerns, and she asked the district and the homeowners association to help identify and fund a drainage solution.
Sorensen said inspections found no plumbing or HVAC leak and that a leak-detection specialist recorded very high moisture levels on the floor and concrete slab. "It was noted that the extent of the ponding caused the underground downspouts to be submerged in water," the minutes state; Sorensen said she needs help "to get the downspouts farther from the home, and to install the drain tiles."
Board members and staff discussed the site’s topography and drainage mapping. District Engineer Charlie Krebs noted the area had originally been an indigenous preserve and was not constructed as part of the CDD’s water management system; after rezoning it is Club land. Mr. Schultz and staff clarified that drain tiles are likely an HOA responsibility, while the CDD may be able to address ponding depending on ownership and easement boundaries.
Separately on the agenda the Board approved a Proposed Grant of Easement for Drainage from the PSGRC to the River Ridge CDD and discussed a process to add specific sketches and legal descriptions to future easement agenda items. District counsel Tony Pires said the template easement can be reused, and Mr. Krebs said he is preparing two additional drainage easements for Seaside II and the golf course area.
The board did not commit to a specific corrective measure for Sorensen’s property at the meeting; staff said areas must dry before certain work begins and that updates would be provided. Mr. Kurth and operations staff were asked to continue coordination with homeowners and the HOA.
Next steps: Staff to investigate ownership/responsibility for the drainage near 27123 Sound Way, provide updates to the Board and HOA, and include legal descriptions/sketches when proposed drainage easements are presented for approval.
