River Ridge CDD appoints resident Keith Merrill to fill vacant seat; board elects officers

The River Ridge Community Development District Board of Supervisors on Oct. 22 appointed resident Keith Merrill to fill the District’s vacant Seat 1 and adopted a resolution electing district officers.
Bob Schultz nominated Keith Merrill to fill Seat 1, the Board approved the nomination by motion and unanimous consent, and Mrs. Adams, serving as a notary, administered the Oath of Office, the minutes show. "I need help to get the downspouts farther from the home, and to install the drain tiles," Oak Run resident Lynda Sorensen told the board earlier in the meeting while discussing a separate drainage issue.
The Board also adopted Resolution 2025-01 to elect officers. Mr. Kurt Blumenthal nominated Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as an Assistant Secretary; the resolution, which removes James Gilman from the list of officers, was adopted by unanimous motion.
Mrs. Adams and District Counsel Tony Pires reviewed statutory and administrative obligations for the new supervisor, including required ethics training, the Form 1 financial-disclosure filing, the Sunshine Law and the Code of Ethics for Public Officers and Employees, and Form 8B for memoranda of voting conflicts.
The appointment fills a term that expires in November 2026. The board recorded no dissent in the minutes and indicated Mr. Schultz thanked the other candidate, Kevin Ofenloch, for his willingness to serve.
Next steps: Mrs. Adams will administer any remaining Oaths of Office at the November meeting and staff will provide materials and timelines for required training and filings.
