Council approved the first reading on a 4-1 vote. Councilmember Michael Pollard said he would not support the budget at this stage, citing the lack of a separate city attorney as his reason. The motion for first reading was moved by Neal Osborne and seconded by Jake Holmes.
The ordinance requires two readings under city code; the final adoption (second reading) is planned for the May 27 council meeting. Staff said additional changes to numbers are possible before that date as they finalize remaining figures.
Budget details published during the meeting included appropriations for multiple funds (general fund, community development block grant fund, capital projects funds, transit enterprise, school funds and others).
