Canton Public School District trustees authorize up to $20 million COP, approve Cameron Street contract and multiple fiscal items

At its Nov. 12 meeting the Canton Public School District Board of Trustees authorized issuance of a General Obligation Certificate of Participation (Series 2024) not to exceed $20 million, approved a Ramsey Construction contract for the Cameron Street project (not to exceed $210,000) and carried multiple financial, purchase and policy items.
The Canton Public School District Board of Trustees on Nov. 12, 2024, at Canton Elementary School approved a slate of fiscal and contract items, including authorization to issue a General Obligation Certificate of Participation (COP), Series 2024, with aggregate principal not to exceed $20,000,000.
The COP authorization (agenda item 10.3) was presented as an authorization to enter a lease agreement with the Central Mississippi Planning and Development or another Mississippi planning district; Mr. Lenderrick Taylor moved the item and Mr. Peter Brown seconded. The board carried the motion. The minutes record the board’s approval of the authorization to issue the COP.
Earlier in the meeting the trustees approved agenda item 8.1 to accept the bid from Ramsey Construction Group Inc. for the Cameron Street Project. The board subsequently approved a related contractual agreement with Ramsey Construction (item 10.2) authorizing the contract not to exceed $210,000; Dr. Shivochie Dinkins moved and Mr. Peter Brown seconded that approval.
Financial matters presented by Mr. Tony Foster included approval of monthly claims dockets (#26069–26287, #26066–26068, #26140), disposal of fixed assets, the activity fund report for October 2024 and the October 2024 financial statements. Mr. Peter Brown moved to approve financial items 9.1–9.6 and the trustees carried the motion.
The board also approved a memorandum of understanding with Tougaloo College to serve as a site for clinical internships for student teachers (item 10.1), several consent-agenda donations and purchases — including a $900 donation from BankPlus to the Canton Career Center, donation of VEX V5 robotics parts from Nissan North America to the Canton Career Center, playoff incentive payments to coaching staffs, purchase authority for six 20" scrubbers not to exceed $35,000 and purchase authority for Classworks MYMTSS/My Interventions software not to exceed $27,000 — and a set of policy approvals and revisions including a new EFC policy on use of artificial intelligence (items 11.7–11.21).
The meeting minutes show motions and seconds for these items and record that the motions carried. The minutes do not specify how the COP proceeds will be allocated to particular projects in the district materials included in the minutes.
