Brandon board approves routine agenda items, conditional-use permit and declares library fire emergency

The Brandon Board of Aldermen approved a slate of routine business at its July 21 meeting, including procurement awards, personnel-related items and a conditional-use permit for a short-term rental.
Key approvals included a professional-services agreement with SST HR Consulting to assist in recruiting a public works director; the mayor and city clerk were authorized to execute the contract. The board also approved a motion to accept the minutes of the July 7 regular meeting.
Clerk Rebecca Peavey presented ten items the board approved by voice vote, including setting a public hearing for the FY2026 budget on Aug. 14, 2025, and authorizing payment of claims. The clerk also presented a quote to purchase additional folding chairs and storage racks in the amount of $39,549.66; the board approved the procurement batch.
Public works staff recommended and the board approved several construction items: awarding a $116,037 bid to McKenna Systems Inc. for an on-site generator at the Apple Ridge Lift Station; approving Pay Request No. 1 for $52,950.13 to Thornton Construction Company for the Grants Ferry Parkway shared-use path LPA project; and awarding a $155,384.60 bid to Jose Serra Construction for the West Sunset Drive waterline replacement project.
During a public hearing with no speakers in opposition, the board approved a conditional-use permit for David Frederick to operate an Airbnb at 1143 Highway 471. The planning commission had recommended approval and staff said all notice requirements were met.
The board also approved an emergency declaration authorizing repairs at the Brandon Public Library (1475 West Government Street) following a fire on July 19, 2025, and confirmed the city had notified its insurance carrier and will await the adjuster before beginning work. In a separate police item the board added one FMK 9mm pistol (serial BT10812) to the Brandon Police Department's forfeited-property inventory under Mississippi Code Annotated §97-37-3.
Fire department items approved included a salary correction and education stipend for Sergeant Adam Denson, a $27,681 quote for three bay doors at Station 1, travel for three personnel to obtain rope-access training, and authorization for the division chief to sign a paramedic-school verification form when received.
All listed motions were passed by voice vote; the transcript records general 'aye' responses and does not show recorded roll-call tallies. The board adjourned and set its next regular meeting for Aug. 4, 2025.
