Flagler County narrows county administrator applicants to eight; HR to conduct background checks

At the workshop, HR director Charlie Picano told commissioners the county received 118 applications for the county administrator position; 30 met minimum qualifications and the Florida Association of County Managers (FACM) screened and proposed an advisory shortlist.
Michelle Lieberman of Alachua County, chair of the FACM review committee, presented the shortlist and explained the screening: five candidates were placed in tier 1 and four in tier 2 based on comparative fit. She described the tier‑1 candidates’ backgrounds (public administration, finance, public works and county administration experience) and emphasized the committee’s tiers were recommendations, not limitations on the board’s discretion.
Commissioners questioned candidate availability, salary expectations that some applicants listed above the posted range, and the relative value of Florida experience versus out‑of‑state applicants. The board discussed adding a small number of additional candidates for vetting and indicated agreement to advance eight applicants for county HR background checks. Staff committed to provide the board more background material by July 24 and return on Aug. 3 to decide which candidates will be interviewed in person and to plan the public interview format.
No hiring decisions were made at the workshop; the board agreed on a schedule and to continue vetting and public processes before any appointment is finalized.
