City staff said this change is intended as a hiring incentive and to simplify re‑employment of former staff.
Councilmember Michael Pollard expressed support for the incentive, and Councilmember Anthony Farnum thanked Ms. Blevins for her work on the policy. Council approved the handbook by motion (moved by Neal Osborne; seconded by Anthony Farnum) on a 4–0 vote.
