City hears rezoning for 50‑acre redevelopment; environmental checks proposed after possible landfill discovery

At a joint public hearing, city planners reviewed a rezoning request to change parcels 30‑13‑1 and 463‑4‑1 from R2 (single‑ and two‑family residential) to R3C to permit a mix of compatible land uses with conditions intended to limit density and maintain neighborhood character.

Jay Detrick said the site, roughly 50 acres, currently has road frontage only on Reservoir Street and 2nd Street; the developer would be responsible for any required water‑line extensions. Staff noted downstream flooding risks and said detention for stormwater could be required up to the 100‑year storm event, and that a sinkhole near the property line may necessitate additional stormwater quality and quantity controls.

Officials also reported incomplete records about a potential former city landfill on or near the site. Staff said the Virginia Department of Environmental Quality had not provided definitive records and that an EPA brownfields assessment grant was being considered; the city would offer consultant services to conduct Phase I and, if necessary, Phase II environmental assessments for the applicant and nearby property owners.

The fire marshal, Eric Blevins, reported hydrants are present on both Reservoir and 2nd Street and that projected BVU flow rates are acceptable; Fire Chief Mike Armstrong said the fire department had no concerns. Two residents (Scott Pyatte and Dee Willis) spoke at the hearing about questions and concerns recorded in the public comment portion.

The public hearing was closed; no council action was taken that night.
