Staff reported that Wampler-Eanes Appraisal Group, Inc. performed an exterior inspection of Tax Map #17-15-4-18 (identified as the U.S. Magis International Education Center, Inc.) and concluded the building was derelict. Under the cited Virginia statute, the proposed classification would permit a higher tax rate on properties determined to be blighted.
Council moved to give the ordinance a first reading and the motion passed 5–0. This action was the ordinance’s first reading only; the measure would require subsequent readings and any procedural steps required by state law before a final adoption could take effect.
