The Russell City Council approved a package of equipment purchases, budgetary plans and an employee rate schedule at its Dec. 3 meeting.
Councilmembers voted unanimously to approve a set of procurement and budget actions that included: purchase of five sets of Morning Pride bunker gear from Delta Fire not to exceed $17,000; purchase of five 15 kV Siemens breakers for $132,000; and purchase of 125 25 kVA transformers from Midwest Electric Transformer Service for $207,571.87. The council also authorized the mayor to sign a Non-Federal Reimbursable Agreement with the Federal Aviation Administration and directed staff to prepay $29,801.52, and it approved the presented 10-year Capital Improvement, Equipment Reserve and Utility Reserve plans.
Separately, Councilmember Lonnie Whitten moved approval of the Sales Tax Ordinance as presented; the motion carried unanimously. Councilmember Dustin Madden moved to approve a resolution establishing employee rate schedules effective Jan. 1, 2025; Councilmember Blaine Stoppel seconded and the motion carried unanimously.
The transcript does not provide additional details such as vendor contract terms, financing sources beyond the motion language, or the ordinance text and effective date. The Deines Cultural Center HVAC item and the year-end transfers item were listed on the agenda but the council took no action on either during the meeting.
The approvals position the city to proceed with scheduled maintenance and utility reliability purchases; the employee rate schedule will take effect Jan. 1, 2025 as recorded in the council motion.
