Kure Beach council approves paving and stormwater contracts, boardwalk drainage work and easement encroachment; pickleball sign debate tabled

The Kure Beach Town Council moved through routine and action items quickly at its May 18 meeting, approving several contracts and scheduling follow‑up work.
On a unanimous vote the council approved the consent agenda. Items included a King Asphalt contract for paving services ($112,712.50), an agreement with RSC Engineering, PLLC for stormwater repair services ($51,600), Budget Amendment 26‑03 to shift $16,500 from Parks and Recreation to Streets & Sanitation for Joe Eakes Park repairs, and waiving $660 in special event fees for the African Children's Choir fundraiser. The motion to approve the consent agenda was made by Mayor Pro Tempore David Heglar and seconded by Commissioner Byron Ashbridge.
The council approved a High Tide Landscaping and Design contract for boardwalk drainage repairs ($46,735) after Attorney Eldridge recommended several edits to the proposal (replace the term “rip rap” with “river rock,” correct a typographical item, add a contract deadline of no later than June 30, and include a one-year warranty for drainage/hardscape materials). Commissioner Byron Ashbridge moved the contract approval with the discussed amendments; MPT Heglar seconded and the vote was unanimous.
Resident Frank Fratarcangeli requested an easement encroachment to leave a shed at 765 Settlers Lane; council approved the encroachment subject to the resident signing the standard agreement and accepting responsibility to remove or relocate the shed if town access is required. Council also voted to schedule a special meeting for department head evaluations on Monday, June 15 at 12:00 p.m.
On the pickleball noise issue, Mayor Allen Oliver described a proposed sign requesting the use of noise‑reducing paddles and balls; Commissioner Mark Dirks, a player who researched the issue, warned signage alone would likely be ineffective and suggested alternatives including quiet hours, sound barriers or trialing quieter balls. Commissioner Byron Ashbridge moved to table the discussion until the June meeting; the motion passed unanimously. The meeting adjourned at 7:20 p.m.
