Council hears introductions on developer-backed bond ordinances, annexations and right-of-way vacation; public hearings set

Councilors received several introductions and scheduled future consideration on development-related items.
Janelle Fairman described Ordinance 26-38, authorizing issuance of economic tax-increment revenue bonds to support the Trace Commons project, and Ordinance 26-30, authorizing bonds for the Lantern Commons Gateway Project. Fairman said both measures relate to developer-backed financing structures that will be returned to the council with exhibits and bond documents for adoption consideration; the city plans to show locations and exhibits when the items return.
Ryan Collingwood of the Community Development Department presented voluntary annexation requests: Ordinance 26-36 (Fremont Moore Phase 2, about 70 acres) and Ordinance 26-37 (Reserve in Village at Ironstone, about 486 acres). Both items were properly noticed, and the council opened and closed public hearings (Fremont Moore hearing opened at 7:29 p.m. and closed at 7:30 p.m.; the Ironstone hearing opened and closed at 7:31 p.m.). Staff said adoption consideration is scheduled for future July meetings after submission of the fiscal plans.
Michael Pierce, Director of Engineering, introduced Ordinance 26-39 to vacate approximately one-tenth of an acre of excess public right-of-way along Park Street and Westfield Boulevard to allow incorporation into the Park And Poplar plat; the item was introduced for later consideration.
An APC representative provided a brief update noting that Northpointe 3 was on the APC consent agenda and that several UDO patches and Trace Commons had moved through the RDC and APC prior to council review. Council members and staff said they will return with exhibits and any required bond documents for formal approval at later meetings.
