Historic Preservation Commission updates rules to align with SHPO training requirement

The City of Kinston Historic Preservation Commission voted unanimously April 21 to revise Section 3.12 of its Rules of Procedure to mirror the State Historic Preservation Office(SHPO) training requirement that, in each federal fiscal year (Oct. 1throughSept. 30), at least two commissioners attend one informational or educational meeting offered by SHPO.
Staff told commissioners a list of both virtual and in-person SHPO training opportunities is available on the SHPO website and said it would distribute the link by follow-up email. Staff also confirmed travel reimbursement is available for in-person training attendance and encouraged commissioners to retain receipts.
The correction replaces prior language that said one member must complete two trainings annually; the amendment brings local procedure into alignment with SHPO guidance. Commissioner Stephen Hill moved to revise Section 3.12; Commissioner Matthew Young seconded the motion, which carried with none opposed.
Commissioners discussed how to distribute training responsibilities across years. Commissioner Matthew Young noted that trainings he attends through his professional role at historic sites may not meet SHPO's subject-matter eligibility for architectural historic‑property training. Chair Clifton Hargett noted a commissioner had attended a workshop in Wilmington prior to Oct. 1, 2025, but confirmed that attendance before the current federal fiscal year would not count toward the requirement.
The Commission did not amend other parts of the Rules of Procedure at this meeting. Staff said it will update the amendment history in the Rules of Procedure to document the correction and will follow up with available training dates and reimbursement instructions by email.
