Byram staff reports bridge, road and sports‑complex updates; Davis Road bids set for May

Davis Road bridge and overlays: MDOT approved the city to advertise the Davis Road bridge project. Staff said the city will advertise on April 7 and April 14 and receive bids on May 6 at 2:00 p.m. at City Hall. The project was prioritized for school‑route safety.
Byram Sports Complex: Final plans and updated budgets are scheduled to be presented at the city work session on April 6; staff said the architect’s drawings should be complete in early April and the city is targeting a first advertisement on April 28 for construction work.
Funding and grants: Staff reported submitting a T‑Mobile grant application for about $50,000 intended mainly for equipment and asked board members to sign letters of support. A sewer‑project application using SRF loans is being resubmitted. For an unrelated CDBG detention‑pond project, staff requested board approval to submit reimbursement paperwork to the Mississippi Development Authority for $81,249.92 in previously paid invoices; the board approved that request.
Right‑of‑way/eminent domain update: The city’s legal representative explained the eminent‑domain process for a Walgreens tract: the court will appoint an appraiser and parties may obtain separate appraisals; a court‑appointed appraisal will be used to set deposit amounts and a quick‑take option exists that can give possession to the city early once required deposits are made.
Next steps: Staff will proceed with advertising, finalize grant paperwork and coordinate appraisals and reimbursements as discussed. The board set a work session on April 6 for further review of some items.
