The Franklin City Parks Commission voted July 13 to approve a resident-requested popsicle giveaway at Kayla’s Playground, contingent on proof of insurance.
Planner staff explained the group (organized by Barbara Kelly for the Love My City event, sponsored by Southbrook Church) has run similar activities in the past. Commissioners raised liability concerns and asked that the organizers submit a certificate of insurance and contact information before the event.
Commissioner Clark Johnson moved to approve the request provided a copy of the event insurance is filed; the motion was seconded and passed. Staff noted that a pavilion permit was not requested because organizers planned only a handout, and staff will confirm clean-up plans and insurance documentation.
The commission did not require a pavilion permit at this meeting but said future similar events should follow any standard permitting process staff recommends.
