Mantua Township adopts 2025 municipal budget, approves ordinances and consent agenda

The committee voted to adopt Ordinance O-3-2025, allowing the municipality to exceed appropriation limits and establish a cap bank, and Ordinance O-2-2025, amending Chapter 82 to fix salaries and compensations for 2025. Both ordinances were opened for public comment (no speakers) and adopted on motions by Committeewoman Lukens, seconded by Deputy Mayor Legge; the verbal record states the votes were "All were in favor."
Township Administrator Jennica Bileci presented the budget. Deputy Mayor Legge asked why state aid fell by $130,000 from 2024; Bileci said the prior-year municipal aid included one-time reserve relief that was not repeated in 2025. Mayor Zimmerman said he has written to State Senator Burzichelli asking for additional state aid on the township's behalf.
The committee adopted Resolutions R-74-2025 and R-75-2025 to allow the budget to be read by title only and to conduct a self-examination of the budget, and then adopted Resolution R-68-2025 approving the 2025 municipal budget. All consent-agenda items were adopted on motion by Committeewoman Lukens and seconded by Deputy Mayor Legge; the record indicates the voice votes were unanimous. The committee also authorized reading the budget by title and approved the budget self-examination resolution prior to final adoption.
