- Adoption of the meeting agenda (motion carried unanimously). - Authorization for the city manager and finance director to execute the FY2026 audit contract with RH CPAs PLLC (approximately $87,500 plus possible single-audit fees). - Approval of the final contract price for an E‑One Typhoon pumper through Sourcewell and establishment of Capital Project Fund G9150 for $1,234,000. - Approval of fireworks discharge permits: the city's July 4 show at Grainger Stadium (contingent on state burn-ban status) and the Down East Bird Dawgs permits for May 15, July 31 and August 1 (both carried with one opposed, Councilmember Hardy). - Approval of a $280,000 Safe Streets and Roads for All (SS4A) grant agreement requiring a $70,000 local match and authorization to proceed with the resulting safety-action plan work. - Revision of the water capital improvement plan and adoption of a resolution to apply to NCDEQ for the $2.8 million Grove Park Waterline Replacement Project (application deadline April 30); council approved the CIP revision and resolution unanimously. - Approval of multiple special-event permits, including the Juneteenth parade, Praise in the Park, the downtown BBQ festival (contingent on receipt of the insurance certificate), and the Lincoln City Family Reunion. - Reappointment of Jimi Pope to the Recreation Commission and appointment of Robert Jones and Malinda Clark as alternates to the Planning Board/Board of Adjustment. - Approval of withdrawal from the Neuse River Council of Governments d/b/a Eastern Carolina Council (ECC) with a 60-day notice, and rescheduling/cancellation of upcoming meeting dates as presented by the interim city manager. - Approval of a memorandum of understanding with Lenoir County and the city's conceptual corridor aesthetic improvement/demolition approach (motion carried with one opposed).
Several motions were unanimous; two fireworks-related permits and the corridor project saw a single dissenting vote by Councilmember Hardy. Where motions were contingent (for example, fireworks or festival permits), staff will monitor conditions such as the state burn ban or receipt of insurance certificates and may revoke permits if conditions are not met.
