Crawford County Board adopts FY2026-27 budget, reclassifies F Ave and authorizes road-fund transfers

Craig Dozark, chair of the Crawford County Board of Supervisors, presided over a July 7 meeting at the Crawford County Courthouse in Denison where the board unanimously adopted several fiscal and road-related measures.
The board approved Resolution 2026-28, establishing appropriations by department and fund for FY2026–27. The adopted schedule lists total proposed expenditures of $22,975,084, with the County Engineer’s road-related funds among the largest line items. The resolution instructs the auditor to maintain separate accounts for the appropriations and to report monthly on status.
The board also approved Crawford County Resolution 2026-27 to reclassify a stretch of F Ave (Soldier Township, between 1131 F Ave and 120th St.) from an Area Service “B” road to Area Service “A,” a designation the county said will provide a higher level of maintenance. The reclassification cites consultation with the Crawford County Engineer and Iowa Code Section 309.57. The motion to adopt the resolution was made by Rosburg and seconded by Schultz and passed unanimously.
Separately, the board adopted Resolution 2026-29, authorizing periodic interfund operating transfers from the General Basic Fund and the Rural Services Basic Fund to the Secondary Road Fund during the 2026–2027 fiscal year. The resolution sets transfer limits of up to $228,215 from General Basic and up to $2,805,816 from Rural Services Basic and references Iowa Code section 331.429 for transfer authority and constraints. The auditor was directed to order transfers within ten days of notification of apportionment and to correct accounting records when transfers are made.
The board also approved a tax abatement for a new home at 1945 Deloit Blvd for Evan and Samantha Zeiman; the motion was recorded as passed unanimously. Several other routine items were handled, including approval of the Sheriff’s Office quarterly fees and a wage change for the Assessor’s Office.
All motions and resolutions recorded at the meeting passed by unanimous vote. The meeting adjourned at 11:18 A.M.; the board’s next meeting agenda will be posted at the courthouse on the Friday before the next meeting.
