The White Salmon City Council on April 15 adopted Ordinance No. 2026-04-1186, the city’s first budget amendment for 2026, by a 5-0 vote. The amendment includes approximately $259,000 in additional expenditures, $128,000 in transfers and about $8.9 million in capital spending, primarily for water-mainline infrastructure projects.
City staff said most of the amendment is funded by restricted or designated sources and will not materially affect general-purpose fund balances. Staff also told the council the $8.9 million capital figure is tied to the water mainline project and is expected to be financed with a Public Works Trust Fund loan repayable over 20 years.
During public testimony Gabrielle Gilbert urged council members to consider directing a greater portion of infrastructure funding toward childcare investments; staff responded that restricted funding for water infrastructure limits the city’s ability to reallocate those specific dollars. Council discussion focused on technical reconciliations, year-end fund balances and ensuring that restricted funding remains used for eligible infrastructure purposes.
The ordinance was moved by Councilor Ben Giant and seconded by Councilor David Lindley. The roll call vote was Giant — Aye; Fink — Aye; Rainbolt — Aye; Mora — Aye; Lindley — Aye. The ordinance takes effect as provided by city code.
