CFO Richard Fiske explained the transfers are routine year‑end moves to align appropriations with final expenses. The council approved $435,000 from free cash to cover fire department overtime after discussion about staffing at a new fire station and the city’s plan to reduce overtime as cadets complete the academy. A separate transfer of $539,998 to workers’ compensation reflects long‑running cases that are now resolving.
The council approved a $140,000 transfer from free cash to the Revere Beach Partnership to support the Sand Sculpting Festival; councilors pressed staff to ensure those dollars go to public‑safety overtime for the event. The Water and Sewer enterprise approved a $70,000 transfer for citywide water‑meter replacement and $62,604 for department overtime.
From the Community Improvement Trust Fund the council approved $25,000 for landscaping at the American Legion lawn and $570,000 to repair Freeman Street Fire Station; Ward 5 councilors said the Ward 5 allocation will fund most of the station work, and Weston & Sampson provided construction cost estimates that could range higher than the appropriation depending on bids.
All transfers and appropriations were approved by recorded vote as listed on the council floor; where roll calls were recorded the clerk’s record is appended to the council minutes.
Councilors said they will follow up in committee or with department heads when estimates or staffing plans require further detail.
