Trustees ask staff for a plan to improve credit recovery and transitions for county students

Trustees pressed staff on July 13 for clearer procedures to avoid students losing credit progress when they transition between juvenile hall, county community schools and their home districts.
Ms. Houston, who presented the county's Regional Occupational Program curriculum, said the ROP material is maintained as a centralized curriculum library the county makes available to districts and charters. She explained the programs are competency-based and that teachers or districts can document which competencies a student demonstrated if a student exits before completing an entire pathway.
'All of the programs' competencies are attached,' Ms. Houston said, and district or ROP teachers can identify which competencies a student has demonstrated.
Trustees asked staff to return with: (1) how many county students currently access ROP offerings, (2) policies and procedures for eligibility and transition, and (3) whether county schools can offer more short-term credentialing or transfer supports so students with short stays (average 90 days was cited for some county placements) do not leave without documented progress. One trustee specifically requested a presentation focused on credit recovery strategies and transition planning as part of the board's workshop schedule.
The board did not adopt new policy in this meeting but directed ROP and student services staff to provide the requested data and recommendations in a follow-up packet and presentation.
