At the Oct. 27 meeting the board discussed whether to add a part-time human-resources position to handle benefits administration, personnel concerns and to provide staff with a local contact point.
A board member raised the concern that having benefits negotiation and sensitive employee health information concentrated in one staff position could be a risk and said a local HR resource would help staff raise routine issues without escalating them to the board. "There's a whole lot of information for 1 person to have ... I think we open ourselves up to risk by having all of that in 1 person," the board member said.
Board members discussed alternatives including contracting with third-party HR providers (which staff said can be costly), sharing HR services with neighboring districts, or using internal staff with HR experience. Administration reported the district currently offers an ombudsman service but that utilization has been low and the ombudsman is limited to legality/triage rather than local resolution.
The board asked staff to gather comparables (how smaller districts staff HR), contracted service cost estimates, and possible internal capacity for a part-time HR function; staff said it will return with numbers and a proposed job description in November.
