Platte County approves sheriff grant applications and several procurement actions; vehicle bid award tabled

The Platte County Commission on May 4 approved a set of resolutions and orders from the sheriff's office to pursue grant funding and to proceed with procurement actions while tabling a separate fleet vehicle bid award pending clarification.
Jeffrey Shanks, speaking for the sheriff's office, presented Resolutions 2026RES031–035 asking the commission to authorize grant applications to the Missouri Department of Transportation/Highway Safety for fiscal year 2027. The requests covered hazardous moving-violation enforcement overtime, dedicated hazardous moving-violation officers, impaired-driving enforcement overtime, dedicated driving-enforcement officers and distracted-driving enforcement overtime. Shanks said these are recurring grants and that the state grant fiscal year runs Oct. 1, 2026–Sept. 30, 2027; commissioners approved each grant application authorization (motions carried 3–0).
Shanks also asked the commission to adopt the biannual National Incident Management System resolution (2026RES037), which the commission approved 3–0, and to proclaim Law Enforcement Memorial Day and Officers Appreciation Week (2026RES044), which the commission also approved.
On procurement, the commission approved a request to publish a request-for-proposals for sheriff’s body-shop services (2026RES040) and authorized a cooperative purchasing order (2026CO063) to buy emergency vehicle equipment through a City of Independence contract (contract #500000518) citing RSMo 70.230; Shanks reported an estimated budget impact of $75,547.70 for equipment included in the 2026 budget. The commission approved a separate public-works concrete-replacement bid award to Max Paving for $144,046.82 (2026CO061).
A planned award of the county’s annual vehicle purchases (2026CO065) to Airport Dodge CDJR prompted commissioner questions about the commission order paperwork: one commissioner said the copy in the packet appeared to be a blank signature page without the bid-award detail. The commission moved to table CO065 for completion, and the motion to table carried.
What’s next: Shanks and county staff will provide completed documentation for the tabled bid award at a future meeting. Grants will proceed through application to the Missouri Department of Transportation/Highway Safety for the FY2027 cycle.
