Town Manager Jessica Cyr presented copies of four proposed and existing Payment in Lieu of Taxes (PILOT) agreements during the Lancaster Select Board’s July 7 work session.
Cyr said the SNHS Management Corporation agreement is structured as 10% of total rental income. She said Weeks Memorial Hospital pays a PILOT on several properties; the parcel at 173 Middle Street receives a payment equal to 7.6% of assessed valuation. Cyr described the AHEAD agreement as matching the municipal and county (non-school) portion of Lancaster’s tax rate applied to the property’s net local assessed value, which the town will adjust each year.
Select Board member Leon Rideout asked Cyr to follow up with the assessor to confirm whether assessed values changed after construction on a new building. Cyr also noted the Tri-County Community Action PILOT — a ten-year term that expired in March — is currently out for signature and, as drafted, would be for half of assessed value. Cyr added that the Tyler Blain House serves many Lancaster residents and the town is not currently charging for housing those residents.
The board did not take a formal vote on the agreements at the meeting; members requested follow-up information from staff, including verification of assessed valuations and the current signature status for Tri-County’s agreement. Next steps identified were return of the PILOT materials to staff for clarifying numbers and a report back to the board.
