Councilman Lombardo introduced an ordinance authorizing the mayor or his designee to enter into contracts to extend and continue management of phase 1 of the unified early learning system and asked the council to suspend the rules for immediate passage. "This ordinance will extend this pilot program throughout the end of the year, giving much needed support and assistance to our childcare providers," the councilmember said. The council saw no objections to suspending the rules; the measure passed 13–0.
Separately, the council placed several items on the consent agenda. An ordinance authorizing the Department of Planning and Urban Development to contract with Habitat for Humanity of Summit County for the construction of two affordable single-family homes for low-income families was added to the consent list. Another ordinance approved a no-bid contract with Am Ryze Building Envelope LLC, doing business as Duro Last Roofing, for full roof replacement at 717 Credit Union Park; the committee's report was favorable and council suspended the rules before voting. The clerk recorded the ordinance outcomes as passing 13–0.
Other items placed on the consent agenda included the repeal of a bicycle-licensing provision in the Akron Codified Ordinances, removal of through-street designations for portions of Hazel Street and Cyberlink Street, and an amendment to beekeeping standards in the city code. The council completed the new-legislation portion of the meeting by announcing committee meeting times for standing committees and noting other routine administrative details.
All enacted ordinances were approved on unanimous voice or recorded vote during the meeting; the council did not debate these items at length during the session. The meeting adjourned after a brief period of committee scheduling and member recognitions.
