Jackson County emergency management seeks signatures to unlock FEMA hazard-mitigation funding for school storm shelters

Jackson County’s emergency management director, Josh Whitcomb, told commissioners on July 13 that the county must execute state and federal assistance agreements to proceed with FEMA hazard-mitigation funding for community storm shelters at several school campuses.
Whitcomb said the agreements confirm compliance with state and federal rules and enable the county to reimburse school systems for expenditures they have already made. He told the commission that site preparation is currently underway; once concrete pads are poured the shelter units can be installed roughly four weeks later. Whitcomb also said the county is clarifying a third-party vendor requirement with the school system before moving into full construction.
The chair agreed to place the required agreements on the next meeting agenda so staff can sign them and the county can process reimbursement and construction. Whitcomb emphasized that without the signed assistance agreement the grant award cannot be processed and funding would stop.
