Jackson County Commission approves routine minutes, fiscal policy and several equipment and procurement items

The Jackson County Commission on July 13 adopted a series of routine items and operational measures, approving minutes from its June 8 meeting and passing a fiscal accountability resolution that centralizes purchase-order approvals under the county administrator with escalation to the commission chair as needed.
The fiscal accountability resolution, presented by the chair, formally assigns approval authority for purchase orders, contracts, accounts payable, credit cards and other fund-management activities to the county administrator’s office. Commissioners asked about appeals for rejected requests; the chair said the administrator would consult with the commission chair on contested decisions. The resolution passed by voice vote.
The commission also approved a recommended public works equipment purchase: option C, a 55-inch tandem compactor listed in the packet. County Engineer (speaker 5) explained the need for a steel-wheel dual-drum roller for initial compaction and said compaction is required to improve mat longevity. The purchase motion passed by voice vote.
Solid waste items cleared included surplus of three old trailers and purchase of two new 8'3" x 16' trailers at $4,200 each (total $8,400). Those motions were moved, seconded and approved by voice vote.
The commission appointed a member to represent Jackson County on the Association of County Commissions of Alabama (ACCA) legislative committee; the motion to appoint Chris Gully passed by voice vote.
Two items were added to the work session agenda and scheduled for future action: a proposed contract with Mack Mortuary Transport (body transport services) and FEMA/EMA hazard-mitigation/grant paperwork related to school storm shelters; the chair said revised contract language and grant agreements will be returned on the new-business agenda for formal approval.
The meeting ended after commissioners’ remarks and the chair announced the next meeting is scheduled for July 27 at 5:00 p.m.
