City Manager Kirk Biotti told the Laconia City Council on July 13 that staff will issue a request for proposals for a zoning-code update and will return to the council with final numbers and a funding proposal.
Biotti said the planning department has prepared the RFP and "it should be out as early as tomorrow," and estimated the cost "around the $150,000" though he cautioned the final bid could be higher or lower. "I want to make it one shot," he said, explaining his intent to avoid repeated requests for additional appropriations if bids exceed initial estimates.
Biotti said staff expects to return to council with a formal agenda item and public hearing on funding, likely in August if not the next meeting. He also previewed an upcoming July 21 presentation at 1 p.m. by the economic affairs commissioner about Opportunity Zones and reiterated staff will follow procurement and public‑notice procedures.
The city manager’s report also covered operational items (Colonial Theatre oversight with Spectacle Management, veterans parking signage, and a new pretrial services program with Belknap County) and summarized year-end and mid‑year fiscal trends for general fund revenues and expenditures.
